Na prostoru Bosne i Hercegovine istraživanje nafte i plina je započeto je još 1889. godine, kada su izvedena prva istražna bušenja na planini Majevici. Do 1941. godine izvedeno je više od 50 bušotina od strane nekoliko naftnih kompanija. U tom periodu pokrenuta je i proizvodnja na području Tuzle, koja je prekinuta zbog visokih troškova transporta i proizvodnje. U Tuzlanskom basenu istraživanje je nastavljeno do 1963. godine.
Na području Dinarida istraživanja ograničenog obima započeta su 1963. godine.
Od 1974 godine, za čitavo područje Bosne i Hercegovine, koncesiju za istraživanje je imala domaća kompanija Energoinvest.
U periodu od 1989-1991 provedena su intenzivna istraživanja u partnerstvu sa naftnom kompanijom AMOCO (iz Amerike) na prostoru Dinarida. Engleska kompanija ECL je radila na studijskim istraživanjima Panonskog bazena. Komercijalne količine nafte i plina su ostale do sada nepoznate.
Nove aktivnosti na projektu istraživanja u Federaciji BiH započete su u 2011. godine kada je Vlada Federacije BiH potpisala Memorandum o razumijevanju sa naftnom kompanijom Shell.
Analizom postojeće dokumentacije naftna kompanija Shell je uradila Procjenu perspektivnosti Federacije BiH pri čemu je zaključeno da postoje opravdani razlozi za nastavak istraživanja u Federaciji BiH.
Padom cijena nafte na svjetskom tržištu 2015. godine nije produžen Memorandum o razumijevanju između Shell-a i Federacije Bosne i Hercegovine.
U svojim strateškim dokumentima Federacija Bosne i Hercegovine odredila se za nastavak istraživanja nafte i plina i privlačenje novih investicija putem dodjele koncesije za istraživanje i eksploataciju nafte i plina u Federaciji Bosne i Hercegovine.
U skladu s tim Vlada Federacije je donijela odluku o proglašenju ugovora o koncesiji za istraživanju i eksploataciju nafte i plina od strateškog interesa za Federaciju BiH.
Ovakva odluka je usmjerila djelovanje Federalnog ministarstva energije, rudarstva i industrije na stvaranje osnovnih zakonskih uslova za nastavak istraživanja nafte i plina. Izrađen je i donesen Zakon o istraživanju i eksploataciji nafte i plina u Federaciji BiH i Uredba o sadržaju ugovora o koncesiji za istraživanje i eksploataciju nafte i plina, načinu obračuna i plaćanja naknade i kontrolu proizvedenih količina nafte i plina u Federaciji BiH.
Nakon izrade zakonske regulative i istraživanja interesa za ovaj projekat Vlada Federacije BiH je, putem javnog nadmetanja krajem 2018. godine, sklopila ugovor za pružanje konzultantskih usluga od strane IHS Global iz Londona.
Ugovorom je predviđena pomoć Vladi Federacije BiH u pripremi prvog međunarodnog nadmetanja za dodjelu koncesije za istraživanje i eksploataciju nafte i plina u Federaciji Bosne i Hercegovine.
Federalno ministarstvo energije, rudarstva i industrije je zaduženo za provođenje javnog nadmetanja i za upravljanje ovim aktivnostima u Federaciji BiH, a Federalni zavod za geologiju da vrši nadzor nad istraživanjima i upravlja podacima o istraživanju nafte i plina.
U realizaciju cjelokupnog projekta, pored Federalnog ministarstva energije, rudarstva i industrije i Zavoda uključena su i federalna ministarstva nadležna za finansijsku i poresku politiku, zaštitu okoliša, prostornog planiranja i vodoprivrede, politiku standarda u zaštiti ljudi i imovine u naftnoj industriji i drugih stručnih institucija.
Vlada Federacije BiH odlučila je da se prvo javno nadmetanje za dodjelu koncesije za istraživanje i eksploataciju nafte i plina na prostoru Federacije Bosne i Hercegovine provede na četiri bloka ukupne površine 5.115 km2. Istraživanja će se izvoditi na prostoru Panonskog bazena i Dinarida.
Ovaj projekat je od strateškog značaja za Federaciju Bosne i Hercegovine i Vlada Federacije Bosne i Hercegovine će dati punu podršku svim učesnicima u realizaciji Projekta.
In the area of Bosnia and Herzegovina oil and gas exploration started as early as in 1889 when first exploration drillings were made on the mountain Majevica. Until 1941 more than 50 boreholes were made by a few oil companies. In that period production was initiated in the area of Tuzla, which was interrupted due to high transportation and production costs. In the Tuzla basin exploration continued until 1963.
Explorations of limited scale started in 1963 in the area of Dinarides.
Domestic company Energoinvest had a concession for exploration from 1974 for the whole area of Bosnia and Herzegovina.
In the period from 1989-1991 intensive exploration in partnership with oil company AMOCO (from the USA) were implemented in the area of Dinarides. The English company ECL worked on study explorations of the Pannonian basin. Commercial volumes of oil and gas remained unknown until today.
New activities in the exploration project in the Federation of Bosnia and Herzegovina stared in 2011 when Government of the Federation of Bosnia and Herzegovina signed a Memorandum of Understanding with the oil company Shell.
Analysing the existing documentation oil company Shell made a Prospectivity Assessment of the Federation of Bosnia and Herzegovina with the conclusion that there are justified reasons for continuation of exploration in the Federation of Bosnia and Herzegovina.
With the decrease of oil price at the world market in 2015 the Memorandum of Understanding between Shell and the Federation of Bosnia and Herzegovina has not been extended.
In its strategic documents Federation of Bosnia and Herzegovina committed itself for the continuation of oil and gas exploration and attraction of new investments by means of concession award for exploration and exploitation of oil and gas in the Federation of Bosnia and Herzegovina.
According to this, the Government of the Federation of Bosnia and Herzegovina issued a decision on proclamation of the concession contract for oil and gas exploration and exploitation of strategic interest for the Federation of Bosnia and Herzegovina.
Such a decision directed the activity of the Federation Ministry of Energy, Mining and Industry towards creation of basic legal conditions for the continuation of oil and gas explorations. Law on Exploration and Exploitation of Oil and Gas in the Federation of Bosnia and Herzegovina and the Decree on the Contents of Concession Contracts for Exploration and Exploitation of Oil and Gas, Manner of Calculation and Payment of Fees and Control Over Produced Quantities of Oil and Gas in the Federation of Bosnia and Herzegovina have been drafted and adopted.
After drafting of regulations and exploration of interest for this project, the Government of the Federation of Bosnia and Herzegovina concluded a contract for the provision of consulting services by IHS Global from London, by means of public competition in the end of 2018.
The contract stipulates the assistance to the Government of the Federation of Bosnia and Herzegovina in the preparation of the first international competition for concession award for exploration and exploitation of oil and gas in the Federation of Bosnia and Herzegovina.
Federation Ministry of Energy, Mining and Industry is in charge of implementation of public competition and for managing these activities in the Federation of Bosnia and Herzegovina, and the Federation Institute for Geology for supervision of explorations and management of data on oil and gas exploration.
Apart from Federation Ministry of Energy, Mining and Industry and the Federation Institute for Geology, Federation ministries competent for financial and tax policy, environmental protection, spatial planning and water management, standard policy in the protection of people and assets in the oil industry and other professional institutions are also included in the realisation of the project.
The Government of the Federation of Bosnia and Herzegovina made a decision that first public competition for concession award for exploration and exploitation of oil and gas in the area of the Federation of Bosnia and Herzegovina will be done in four blocks of total area of 5.115 km2. Explorations will be done in the area of the Pannonian Basin and Dinarides.
This project is of strategic significance for the Federation of Bosnia and Herzegovina and the Government of the Federation of Bosnia and Herzegovina shall give its full support to all participants in project realisation.
